Diagnosis

1. Migration

Migration, which has intensified in the last few years in the entire
sub-region, is principally produced by the lack of income and
employment alternatives; the lack of alternative education and
training; and, above all, the absence of State policies aimed at true
development involving the people.

2. Displaced peoples

In the Andean Sub-region, internal displacement is the everyday
consequence of armed, internal conflict. This principally affects
indigenous peoples, afro-Andeans, and the rural populations, who are
forced to abandon their lands without assurances of relocation.
Thousands of people are affected daily by these situations.

3. Refugees

As a consequence of internal, armed conflict, thousands of people are
forced to request refuge in bordering countries and others. In the
countries of the Andean region, the displaced population is not fully
cared for, the majority of them are abandoned to their luck and those
taken into refugee camps are often deprived of their human rights.

In the case of Colombia, the intensification of the internal conflict,
which affects indigenous and black communities disproportionately, has
led to an increase in the number of refuge seekers, principally in
neighboring countries that lack infrastructure and support.

Displacement in Peru has decreased but not ended.

Proposals

States

- Request that migrants be afforded legal assistance in embassies and
consuls.

- That black, indigenous and Gypsy organizations participate in the
design, formulation, execution, and evaluation of policies,
programs, plans and projects for displaced peoples, refugees and
those affected by political violence.

- To enact laws which are regulated and executed in relation to the
regulation of administrative, political and economical
decentralization of our countries.

- To promote, implement and support the development of productive
activities so as to allow for alternative sources of income,
towards full local development.

- Social reparation and compensation for those affected by violence
(mothers, widows, orphaned children, the handicapped, innocent
prisoners, etc.)

Proposals

United nations

1. Cancellation of the Andean countries' foreign debt.

2. That economic, political, social and cultural legal instruments be
afforded for displaced peoples and refugees, using as reference the
report from the High Commissioner of the United Nations, Dr.
Francis Deng, and the proposal of those affected.

3. To request that the states afford technical and legal assistance
through their embassies and consuls.
