In order to tackle the problem of gender relations in the Andean
region, as well as their intersection with racial discrimination,
xenophobia and other forms of intolerance, it is indispensable to
place them in the multicultural and multi-ethnical context of the
region, as a way to explain the matter in its own parameters and not
in the homogenous visions that now predominate.

The contribution of women to the construction of Andean society is
undeniable; even more so when considering their reproductive role,
from biological reproduction to collective survival, the
intergenerational passage of culture.

The participation of women in the labor market is generally viewed as
an extension of domestic labor. The majority of female employees,
especially female afro-Andean and indigenous employees, fall under
this category.

The Neoliberal State transfers visions and social functions from
individuals to the rhythms of the market, which is why we would like
to signal our opposition to a political and economic system that
destroys our plural vision of the world.

This same model attempts to homogenize us, in clear counterposition to
the multi-ethnicity and multiculturalism of our countries, for which
we propose to try to reconstruct a State which includes all existing
world views and affirms the right to territory as a starting point and
reference for the construction of society. Neither our peoples nor
our cultures can be separated or divided by administrative questions,
associated with a restricted vision of progress.

Discrimination by gender, race and social condition is made notorious
when these aspects interact, meaning that the black or indigenous
woman, poor and/or rural, is subjected to more discrimination in
Andean society.

Those advances registered in the legislations of our countries do not
reflect advances of society as a whole; there still exist deep-rooted
stereotypes, reproduced by mass media, that distort the role of black
and indigenous women, relegating their presence to sexual or domestic
work, but never as beautiful, capable leaders in all positions and
professions.

PROPOSALS

- That sexist and racist advertising be prohibited in popular
media.
- That sex and gender education be implemented in society as a
whole, tied to the ethnic theme.
- That in the interior of each country, international agreements
be carried out with respect to:
-equal employment, equal pay (ILO)
-universal access to education
-employment of women in percentage terms
- We propose that in the internal legislations of every country,
the maternal surname be used as the first surname of all people
born, beginning in 2001.
- That the contributions of women be distinguished in the GDP,
including unpaid work in the home.
- The promotion of public policies in accordance with our ethnic
organizations, which promote and encourage women and families,
in accordance with our own cultures.
- We, women, givers and generators of life, advocate a dignified
life for ourselves and our descendents.
- We aspire to make our own decisions about our sexuality and use
of birth control.
- That education continue for and in a fair and equal society,
where cultures can coexist in harmony, and equal opportunity is
constant.
- We do not resign from continuing to guide society towards ideals
of justice, equality and tolerance.
